the STEP module in the Movings part can not work correctly, its output always equal 0, so I can not use it to control the FBDs which I want to recalculated.

At present moment to reach Your goal it is better to use some logic (based on logic elements) to control the "Run" input of the FBD - blocks to enable or disable their recalculation.
