I want to use Trace Mode Laboratory. Why is it so cheap compared to other programs?

TRACE MODE Laboratory is special software for educational institutions. It includes fully functional free Development system, run-time module for 1 hour of continuous work and 800-page hard-copy manual. It is licensed for educational purposes only and for not more than 12 workstations. Users of TRACE MODE Laboratory are entitled to technical support by phone or e-mail.
